1. Establish a Comprehensive, Human Rights-Centric Global Regulatory Framework: Governments and international organizations must enact and rigorously enforce legal instruments that prohibit the use of AI for indiscriminate mass surveillance, unauthorized data collection, and politically motivated censorship. This framework must mandate full transparency regarding the purpose and scope of AI deployment and establish independent, multi-stakeholder oversight bodies to ensure adherence to international human rights standards. 2. Implement Rigorous Supply Chain Control and Export Restrictions on Dual-Use Technologies: Democratic nations should institute stringent export controls to prevent the proliferation of AI-enabled surveillance, censorship, and social influence technologies to authoritarian regimes. A de-risking framework should be adopted to audit and potentially prohibit the integration of high-risk, foreign-made AI products and services into critical infrastructure to mitigate the leverage of external autocratic powers. 3. Mandate Ethical AI Design, Data Integrity, and System Accountability: Developers must integrate "Ethics-by-Design" principles, including employing privacy-preserving technologies and continuously auditing training data and algorithms for bias and discriminatory outcomes. Organizations deploying AI must be held accountable for system decisions and outcomes, with clear mechanisms for transparency, allowing civil society and independent researchers to monitor and report on potential misuse.
