Mitigation strategy

1. Implement a stringent, mandatory, and pre-emptive administrative control layer through the institutionalization of an independent Dual-Use Research of Concern (DURC) and ethics review process to vet all proposed research involving the modification of pathogens or novel manipulation of genetic material, thereby reducing the *likelihood* of dangerous or unethical work proceeding. 2.
