4. Malicious Actors & Misuse2 - Post-deployment

Believability

Deepfakes can impose real social injuries on their subjects when they are circulated to viewers who think they are real. Even when a deepfake is debunked, it can have a persistent negative impact on how others view the subject of the deepfake.3

Mitigation strategy

1. Establish a comprehensive monitoring and rapid-response mechanism: Employ AI-powered social listening and media monitoring platforms for real-time detection of deepfake dissemination. This should trigger an immediate, pre-approved crisis communication protocol with the objective of issuing authoritative debunking statements and coordinating swift platform removal of the manipulated content, thereby minimizing virality and initial reputational injury. 2. Institutionalize media literacy and critical analysis training: Develop and deploy targeted educational initiatives for both internal stakeholders and the broader public to cultivate advanced media literacy. These campaigns should explicitly focus on the psychological persistence of misinformation and equip recipients with the critical skills required to authenticate sources and content, thereby inoculating against the long-term erosion of trust even after a deepfake has been exposed. 3. Leverage content provenance and legal enforcement frameworks: Implement and advocate for technological solutions such as digital watermarking or metadata analysis to establish content authenticity and traceability. Concurrently, actively utilize and support the development of robust legal and regulatory frameworks that provide clear mechanisms for victim redress, mandate accountability for malicious deepfake distribution, and enable the efficient, legally supported permanent removal of content causing social or financial injury.
