Mitigation strategy

1. Implement a robust, risk-based information security program incorporating advanced data management systems with end-to-end encryption to safeguard sensitive CBRN-related designs, research, and material specifications, thereby mitigating unauthorized access and data exfiltration. 2. Deploy advanced monitoring and predictive analytics capabilities, utilizing AI-assisted surveillance systems and machine learning predictive models, to actively detect anomalous activities, forecast emerging chemical and biological threats, and uncover illicit proliferation networks for nuclear and radiological materials. 3. Standardize and operationalize international and inter-government data management and sharing policies, including the development of bilateral agreements and annexes, to ensure accurate, timely, and secure dissemination of classified and unclassified CBRN threat intelligence and consequence management data.
