1. Implement mandatory and standardized Safety Incident Reporting and Security Information Sharing mechanisms across relevant stakeholders to facilitate coordinated defense against emergent AI-enabled threats, such as sophisticated cyber warfare techniques and adversarial attacks, thereby reducing systemic security vulnerabilities. 2. Mandate Third-Party Pre-deployment Model Audits and Comprehensive Risk Assessments to proactively evaluate potential misuse, dangerous capabilities, and adversarial robustness—including those that could accelerate AI arms races or geopolitical instability—before the model's deployment. 3. Establish robust, Risk-Focused Governance Structures (e.g., board risk committees, Chief Risk Officers, multi-party authorization) to ensure clear accountability and cross-functional enforcement of technical and procedural controls, integrating AI risk management into the enterprise-level security framework to mitigate the systemic impacts of security threats.
