Implement engineering and administrative controls to minimize the magnitude and duration of necessary environmental disturbances, including employing best available technologies for pollution reduction, optimizing project design to limit spatial footprint, and utilizing operational protocols for real-time monitoring and adaptive management. 3. Mandate the development and execution of ecological restoration and compensation programs for all residual, unavoidable adverse environmental impacts, specifically aiming to achieve a "No Net Loss" or "Net Positive Impact" of biodiversity and ecosystem function through the rehabilitation of degraded ecosystems or the provision of substitute resources.
