Mitigation strategy

1. Prioritize and mandate significant global investment toward the development and deployment of AI systems explicitly engineered to facilitate human cooperation, negotiation, and conflict resolution in high-stakes environments, thereby counterbalancing the current trajectory of investment in conflict-enabling capabilities. 2. Establish and enforce an internationally recognized "Autonomous Incidents Agreement" or equivalent legal framework, requiring mandatory human-in-the-loop protocols and clear, non-negotiable human accountability for all AI-enabled decisions related to the application of force or strategic military action, in accordance with international humanitarian law. 3. Promote multilateral cooperation for the creation of shared, verifiable technical standards for AI assurance, transparency, and risk assessment to reduce strategic uncertainty and competitive dynamics that incentivize the rapid and opaque deployment of AI capabilities that escalate conflict.
