Mitigation strategy

1. Establish and rigorously enforce multi-level legal frameworks (local, state, national) that unequivocally recognize and protect the rights to freedom of peaceful assembly and association. These frameworks must be impartial, adhere to international human rights law, minimize restrictions, and provide clear accountability and redress mechanisms for violations committed by state or parastate actors during assemblies. 2. Implement mandatory, human rights-based training programs for all public authorities and law enforcement personnel on the positive duty of the state to facilitate and protect peaceful assemblies. This mandate includes prioritizing a Knowledge, Facilitation, Dialogue, and Distinction approach, limiting the use of force to measures of last resort, and prohibiting the involvement of military or private security forces in assembly management. 3. Guarantee the exercise of freedom of assembly and association in the digital sphere by ensuring continuous and unobstructed access to the internet and social media platforms. Proactively prohibit all forms of internet interference (including shutdowns, throttling, or content blocking) that prevent individuals from mobilizing, sharing information, and collectively expressing ideas in relation to a peaceful assembly.
